Job Description:
Longwood University invites qualified applicants to apply for the position of Financial and Budget Specialist / Financial Services Specialist I (R0006) in the Capital Design and Construction Department. The Financial and Budget Specialist will be responsible for the accurate development, management and analysis of all financial reporting systems; ensuring expenses are valid, within budget, and paid in accordance with policies, procedures and regulations; ensuring overall fiscal policies, practices and/or regulations are followed; and ensuring accurate account balances are maintained for the Capital Design and Construction Department

This is a full-time, restricted-classified, non-exempt position in a pay band 4. This is a restricted-classified position, which means the position will be available only as long as funding is available. A successful criminal background investigation is required. The Financial and Budget Specialist will be responsible for the accurate development, management and analysis of all financial reporting systems; ensuring expenses are valid, within budget, and paid in accordance with policies, procedures and regulations; ensuring overall fiscal policies, practices and/or regulations are followed; and ensuring accurate account balances are maintained for the Capital Design and Construction Department
Essential Responsibilities and Duties:
- Evaluates compliance and accountability of financial programs and business operations/processes
- Manages multiple fiscal, biennial Capital project and special budgets on federal, state and local levels
- Monitors the accurate development and award of project allocations and expenses of other departments utilizing capital project funding, prepares journal vouchers and audits the accuracy and detail of expenses
- Reconciles and audits project expenditures verifying the accuracy and validity of expenses charged against project accruals while incorporating database management for auditing purposes utilizing state and local database software programs
- Creates and processes monthly billings for Project Management and Inspection teams and charges to applicable University and Program budgets
- Processes contract payments, accounts payable invoices and internal requests for payment
- Procures goods and services to perform contract management and administration
- Creates purchasing contracts, purchase orders and small purchase credit card in excess of $300,000 annually ensuring adherence with eVA requirements
- Ensures billing disputes are resolved quickly and in accordance with fiscal policies and procedures
- Provides database management and provides administrative support to external and internal clients
- Maintains fiscal and ancillary files for annual audit reviews and FOIA requests
- Ensures all duties are in compliance with university, local, state, and federal regulations
- Other duties as assigned
Requirements:
- High School diploma or equivalent. Bachelor's degree in Business Administration or similar field, or an equivalent combination of training and/or work experience
- Extensive experience developing and administering multiple / multi-phased budgets as well as processing pay requests
- Background with preparing clear and accurate financial reports correspondence and other written materials
- Experience monitoring fiscal transactions and auditing fiscal records and documentation
- Substantial experience working with databases and spreadsheets
- Experience maintaining accurate financial records and audit data
- Excellent organizational skills, with demonstrated ability to prioritize work, schedule meetings and meet critical deadlines
- Proficiency in interpreting, explaining, and applying financial regulations, policies and procedures
- Demonstrated ability to exercise sound and independent judgment within established guidelines
- Demonstrated ability to establish and maintain effective working relationships with diverse constituents
- Expertise with Commonwealth of VA purchasing processes, procedures, and construction contract administration preferred
- Work experience with eVA, Banner and Bank of America Works computer system preferred
