Transportation Demand Management Project/Program Manager III (Special Duty Assignment)
- Summary
Metro Transit is seeking letters of interest for a Transportation Demand Management Project/Program Manager III Special Duty Assignment. The PPM III will be a creative change agent who will help lead a team of high performing staff in defining new ways to improve people's access to opportunity and advance sustainable mobility for all residents in King County. Our award-winning TDM Team works in partnership with local cities, transit agencies, employers and other organizations to reduce barriers and enable mobility.
About Market and Business Development
The Market and Business Development (MBD) group integrates transportation demand management programming with our robust mobility programs to increase the use of transportation options throughout King County. The team develops new tools and community-based campaigns to influence travel choice behavior and reduce barriers to using mobility options, especially for priority populations. MBD includes three teams: Transportation Demand Management (TDM), Pricing and Policy, and Business Programs. We were honored to receive the Association for Commuter Transportation award for TDM Excellence in 2017 and awards for TDM campaigns that were conducted in 2019.
Position Information
This Special Duty Assignment is open to King County career service employees that have passed their initial King County probationary period. This special duty assignment is anticipated to last up to 12 months. This recruitment will also create an eligibility pool for future PPM III SDA vacancies in the TDM team. The eligibility pool is valid for up to 6 months upon creation, at the discretion of the hiring authority.- Job Duties

- Lead grant writing and funding development to secure funding for major TDM projects, include leading contract development and oversight with vendors.
- Coordinate and work collaboratively with Marketing and other KCM workgroups.
- Engage in detailed project planning, report writing, data collection and analysis, and presentation preparation.
- Manage project teams, direct work tasks, define scopes of work, development timelines, and track progress to ensure delivery of objectives.
- Build and foster relationships with a wide range of internal and external stakeholders, customers, community members, and partners.
- Develop project budgets and engage in budget oversight, including invoice processing and tracking.
- Participate in overall Market and Business Development strategic work planning and group wide activities, integrating individual work planning into team and work group efforts.
- Represent Metro and our TDM program in a wide range of settings, including inter-agency collaborations, project meetings, and professional conferences.
- Demonstrate a commitment to equity and sustainability. Promote an equitable, diverse and inclusive work environment and support diversity and inclusion goals.

Minimum Qualifications
- Demonstrated ability in budget development and engagement in the budget process.
- Familiarity with grant writing, funding and management of grants and contracts.
- Strong computer skills (Microsoft Suite products).
- Ability to engage in strategic thinking, short and long-term planning.Ability to manage and prioritize a diverse workload to accomplish tasks on defined timelines and in a fast-paced environment.
- Experience working with corporate, agency, and/or jurisdiction leadership, including elected and appointed officials.
- Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds.
- Ability to communicate effectively with a variety of audiences and stakeholders to develop partnerships, negotiate agreements and pursue opportunities.
- Strong oral and written communication and presentation skills.
- Experience with data collection and performance measurement.
Desired Qualifications- Experience in transportation demand management, land use, environmental planning, behavior change or related field.
- Familiarity with Power BI.

Work Schedule:
This position is exempt from the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal work day is required periodically.
