Assistant Director, Employee Compensation
POSITION SUMMARY
The City of Pittsburgh, Department of Human Resources & Civil Service is seeking an experienced and innovative leader who will be committed to the delivery of exceptional HR services to the City of Pittsburgh's workforce. The Assistant Director of Employee Compensation is responsible for oversight and delivery of all aspects of the City's total rewards program. This position serves as a strategic partner to the Director of Human Resources and Civil Service, overseeing, implementing and analyzing the delivery of the City's wellness and compensation programs, and HRIS system administration in alignment with the core values of the City of Pittsburgh.

POSITION DUTIES
- Manages and directs the strategy, administration and staff of the City's employee health and wellness benefit programs, the workers' compensation program and the payroll/HRIS system, Ceridian Dayforce.
- Develops and prepares statistical analyses of benefits utilization for cost projections, collective bargaining, etc.; audits utilization reports to verify charges.
- Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
- Consults with vendors, City departments, consultants and outside agencies on group benefit issues; negotiates group benefit rates and packages as appropriate.
- Oversees the administration of the employee payroll system and acts as liaison to the City's HRIS vendor as it relates to payroll, workers compensation, and benefits administration.
- Oversees the implementation of annual open enrollment activities for the City's benefit programs including health care, life insurance, dependent care, etc.
- Researches, analyzes, recommends and implements approved alternative benefit packages and cost containment strategies for benefits and workers' compensation; prepares cost/benefit analyses as requested or required.
- Oversees the administration of the City's unemployment compensation program, 457 deferred compensation plan, and employee risk management programs.
- Remains current on federal, state and local laws related to the administration of benefit plans (e.g., COBRA, ADA, FMLA, IRC, PA Workers' Compensation Act. etc.); develops policies and procedures to ensure compliance.
- Researches, recommends and implements approved policies and procedures (e.g., Dependent Verification, Return to Work Program, Safety Program, Vacation Policy, etc.).
- Oversees the development and preparation of employee benefit communications.
- Oversees the CityFit Wellness at Work Program.
- In coordination with HR & Civil Service Director and Assistant Director of Employment, leads in the preparation and monitoring of Departmental budget as it relates to areas of responsibility.
- Prepares RFP's; evaluates proposals; makes recommendations regarding contract awards.
- Reviews rate renewal proposals, settlements and vendor contracts; makes recommendations to Director.
- Represents Director at meetings as assigned or required.
- Maintains records, and prepares accurate reports, correspondence, etc.
- Works toward the effective and efficient attainment of program goals. to ensure fair and standardized treatment of employees.
- Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including collective bargaining agreements to ensure fair and standardized treatment of employees.
- Performs such other related tasks and duties that are assigned or required.
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge of:
- The design, cost, funding and administration of employee benefit plans, workers' compensation and payroll.
Considerable knowledge of:
- The rules, regulations, laws and ordinances related to employee benefit plans, workers' compensation, payroll, unemployment compensation, 457 deferred compensation plan and employee safety management.
- The principles, practices and techniques of cost analysis.
- Relevant labor agreements and personnel policies and procedures.
Some knowledge of:
- Computer hardware and software.
- Accounting and auditing principles, practices and techniques.
Ability to:
- Develop, recommend and implement effective cost containment strategies, policies and procedures to reduce group benefit and worker's compensation costs.
- Represent the interests of the City while working with multiple vendors, consultants, outside agencies, labor unions, etc. on benefit, workers compensation, payroll and safety management issues.
- Negotiate group benefit rates.
- Prepare and analyze utilization and cost data.
- Supervise and direct the work of assigned personnel.
- Plan, monitor and evaluate the work of self and others.
- Establish and maintain records, both manually and by computer, and prepare accurate reports, correspondence, etc.
- Communicate effectively, both orally and in writing, and to maintain effective working relationships.
General Requirements:

Qualifying Requirements:
The ideal candidate will have five (5) years of full-time progressively responsible experience in the design and implementation of complex compensation and benefits programs, and a bachelor's degree in Human Resources, Public Administration, Business Administration or a related field. SHRM-SCP, SHRM-CP, SPHR, or PHR certification preferred.
Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above).
